One of the most common questions we receive is whether a permit is needed for a skip bin in Cape Town — and the answer depends entirely on where the skip is placed. Get this wrong and you risk a fine from the City of Cape Town and potential forced removal of the skip at your cost.
Private Property: No Permit Required
If your skip is placed entirely on your private property — your driveway, garden, or yard — no permit is required. This applies regardless of skip size. The vast majority of Cape Town residential skip hires fall into this category.
Key condition: The skip must not extend beyond your property boundary onto the pavement or road. Even if it only slightly overhangs the kerb, it technically becomes a public road obstacle.
Public Road or Pavement: Permit Required
If the skip needs to be placed on a public road, pavement (verge), or any City of Cape Town-owned land, you require a Street Occupancy Permit (also called an Encroachment on Public Roadway Permit) from the City of Cape Town’s Traffic Services department.
How to Apply for a Skip Permit in Cape Town
- Visit the City of Cape Town’s e-Services portal or your nearest municipal office
- Submit an application for Street Occupancy / Temporary Road Closure (for skip placement)
- Provide: your address, size of skip, planned placement dates, contact details
- Pay the applicable permit fee (typically R200–R500 depending on duration)
- Allow 3–5 business days for processing
- Once approved, display the permit or permit reference on or near the skip
Safety Requirements for Road-Placed Skips
Even with a permit, the City requires:
- Reflective markers or cones around the skip (visible at night)
- Warning lights during low-visibility hours (dusk to dawn)
- Skip must not obstruct sight lines at junctions or pedestrian crossings
- Skip must not block access to hydrants, manholes, or emergency access points
Consequences of Placing a Skip Without a Permit
- City of Cape Town Traffic Services can issue an on-the-spot fine
- Skip may be ordered for immediate removal at the owner’s cost
- Repeat offenders risk higher penalties under the City’s by-laws
- If the skip causes an accident, liability falls on the hirer (not the skip company)
